REGIONAL STRATEGIC MANAGEMENT: THE PRIORITIES OF SOCIO-ECONOMIC
DEVELOPMENT OF KURSK AREA
The article considers features of regional strategic management in the context of identifying priority areas of
socio-economic development of the Kursk region. On the basis of the application of the author's methodology for
calculating the integral indicator-index of socio-economic potential of the region, as well as indexes of social and
economic development of municipalities found Pareto optimum, select trajectory municipal districts of Kursk region.
Defined value municipal risk. Identified priorities of socio-economic development of the region on the basis of an
analysis of competitiveness of economic activities.

ASSESSMENT OF THE RESULTS OF IMPLEMENTATION LEAN PRODUCTION BY RUSSIAN

Current economic situation of Russian economics is analyzed. Different models of resource management are
described. The examples of implementation of the contemporary organizational technology – Lean Production in the
industrial enterprises are considered. The example of «Sberbank» in the service sector is especially marked. The
attempt of formulating the main reasons for the difficult mastering and failures of implementation of Lean Production
in the Russian companies is done. Implementation of the contemporary organizational technology – Lean Production,
as one of the possible measures of overcoming of the current economic crisis in Russia is considered.

EVALUATION OF ECONOMIC SAFETY INDICATORS IN THE ENERGY SECTOR
The author proposes a method for determining the threshold values of indicators of economic security in the
energy sector. The classification of safety indicators in three levels – normal, pre-crisis and crisis – has been done. It
is based on statistical data processing of the above-mentioned indicators of operating the fuel and energy complex.
The analysis of the fuel and energy complex in the region has been conducted within the framework of the method
proposed.

Russian sociology. The problem of liberalism in prerevolutionary Russian cosiety is considered to be a current and
modern one. It deals with the questions of political and economical reforms in the different aries of our society. The
avtor is dedicated to English sociologist H. Spencer s historical works. Being an adept of positive philosophy,
Spencer included sociological and political problems in analisis. He researched in details the reasons of socialistic
idears and uncovered negative influence of it in society. In this paper discussed are the main sociological idears
existed in scientific thought prerevolutionary Russia.

INFORMATION AND COMMUNICATION OF CORRUPTION ASPEKTS OF THE REPLICATION
IN A HIERARCHICAL SOCIAL SYSTEM
The article is an attempt to adapt a number of provisions of system-synergetic methodology to the analysis of
information and communication mechanisms broadcast patterns of corruption in society as a hierarchically-parameter
system. Certain provisions of the theoretical analysis are verified by the results of empirical sociological research.
The main conclusion of the analytical work supports the position of the formation of a modern institutional structure of
information and communication mechanisms of circular causality of corruption in the context of the social and cultural
environment for corruption.

RESOURCE CENTERS OF PUBLIC BENEFIT ORGANIZATION AS A FORM
OF INTERSECTORAL SOCIAL PARTNERSHIP
The article describes the main types of cross-sector social partnerships: public-private partnership, social-state
partnership, private-public partnership. Resource сenters of nonprofit social organizations (NPO) are presented in the
article as organizational and structural form of cross-sector social partnership. Three ways to create resource centers
are shown: on the initiative of the state and municipal authorities; on the initiative of NPO; as a result of partnerships
between NPO and the state. The author proves that the third option is effective, as it involves the pooling of
resources of two partners – the state and NPO.

university graduate employment process information support systems has been analyzed. University graduate

center” system. Directions of future development have been offered.

In this article author considers the prospects of development of the Russian pharmaceutical innovation for
small and medium business in terms of accession to the World Trade Organization. It is shown that, despite the
experience of the leading world economies, for which the WTO is a major development driver for their economies
and promotion of innovative products, for the Russian pharmaceutical market such prospects do not look too
convincing. Author discusses the problems associated with the failure of the legislative base and the entire Russian
pharmaceutical infrastructure to international standarts.
