THE ASSESSMENT OF THE INNOVATIVE DEVELOPMENT OF THE CENTRAL CHERNOZEM
REGIONS TO INDICATE THE PROSPECTS IMPORT SUBSTITUTION PROCESS
In this paper, we analyzed the effectiveness of innovation processes in the regions of the Central Chernozem
using the author method, which is based on studies of the effectiveness of processes financing, development and
use of innovation and commercialization process. The study was conducted in dynamics for 2009-2013, which
allowed to identify the main trends of innovation development of the regions of the Central Chernozem. The analysis
conclusions were made about the prospects of import substitution in the studied regions. indicates regions with the
greatest potential to activate the process of import substitution and regions where the implementation of import
substitution will be difficult.

IMPROVEMENT OF THE MECHANISM OF THE ASSESSMENT OF THE REGULATING
INFLUENCE IN REGION
In article features of development of institute of an assessment of the regulating influence in the Russian
Federation and abroad are considered. Current trends are revealed, the rating of quality of implementation of an
assessment of the regulating influence and examination in subjects of the Russian Federation is presented,
procedure of carrying out this assessment at the federal and regional levels is considered. Procedure of carrying out
an assessment of the regulating influence in Kursk region is improved.

TECHNIQUES OF STRUCTURING MATERIAL RESOURCES FOR INDUSTRIAL ENTERPRISES
For choice the method with use replenishment of stocks of material resources up to the necessary size will be
made the great value has an appearance of a resource and its value for production. So for production resources it is
necessary to consider such factors as the volume of consumption of stocks, annual quantity of the put parties
according to all nomenclature, the frequency of deliveries. For this purpose, it is necessary to structure material
resources. In article methodical approaches to structuring material resources are studied, the special attention is paid
to a technique of structuring material resources with use of the multidimensional statistical methods realized by
means of SOM Deduktor Academik.

PRICING OF RETAIL DEPOSITS IN RUSSIAN BANKS
The paper discusses the role of different factors on retail deposit pricing by Russian banks. It is shown that the
factors such as the size and growth of the business, as well as the structure of the balance sheet and income of the
bank significantly affect the cost of borrowed funds from the population. At the same time, no relationship between
the interest rate on retail deposits and bank performance indicators is revealed. Banks with diversified structure of
assets and liabilities have ability to significantly reduce the cost of retail deposits.

In article the structural and dynamic analysis of development of the regional market of plastic cards is carried
out. The author presented a technique of the analysis and an assessment of efficiency of use of plastic cards as the
tool of clearing settlements. In this scientific article the technique is approved taking into account the available
materials on the market of bank payment cards of Kursk region.

TRADITIONS DEVELOPMENT IN THE RUSSIAN PROVINCE
The present paper presents several results of the analysis of the role of the traditions in the modernization that
is considered as a process of an achievement of the state of Western modernity at the one hand. At the other, it is
considered as the process of development that could have another character and direction. The last definition bases
on the results of the empirical research that revealed the model of modernization in Russian society that was different
from the Western modernization. The analysis presented in the paper is aimed on identification of the traditions that
allow or even stimulate changes; therefore, these traditions contain the potential of a development. The tradition is
considered as the totality of values and behavior patterns that are historically rooted and constantly reproducing. The
special attention is delivered to the value of local motherland and to the attitude to children education. The relation
between conservationists and innovative features of the traditions is shown. The main features of the innovations that
could be accepted and could be generated by local community are revealed as well as unacceptable changes. The
paper examines also the problem of the adaptation of the institutes of modernity in Russia, and reveals several
reasons of the failure of this process related to the role of the formalized interactions and organizational structures in
the traditional patterns.

THE STATE OF CIVIL SOCIETY IN THE KURSK REGION
The article analyzes the peculiarities of the development of civil society and emerging issues in the Kursk
region. The authors come to the conclusion that at the moment Kursk region is in the process of formation of civil
society, where already there are positive trends in the population, the willingness to Express themselves in familiar
social practices, to help others. However, weakly manifest skills in the formation of closer social ties with the
environment beyond the aisles close, have difficulty in showing solidarity.

RUSSIAN FAMILY: YESTERDAY AND TODAY
The purpose of the present article is determination of nature of transformation of an image of an ideal family,
the analysis of the reasons and possible consequences of institutional changes of a family. The author's
understanding of the term "image of an ideal family" is given in work, value for society of a family ideal reveals.
Sociocultural features of the Russian society in a context of their influence on transformation of an image of an ideal
family from the XXI century end to the present are considered. It is supposed that the image of an ideal family is
formed by culture dominating in society and all sociocultural transformations, inevitably attract its modifying in this
connection, at various stages of cultural development it is possible to allocate a characteristic image of an ideal
family.

INTELLECTUAL MARGINALIZATION AS A FACTOR THAT DEVALUED SOCIAL
INFRASTRUCTURE DEVELOPMENT IN RUSSIA
Formation of Russia's high-tech sectors of economy determines the activation of the processes of the social
infrastructure development. Construction "knowledge economy" dictates raising the requirements for human
resources, change their work motivation; provides for the modernization of material and technical and technological
base; causes a redistribution of the workforce in the sector of social infrastructure. However, despite these positive
trends, parallel with existing fixed intellectual processes of marginalization, which, acquiring an institutional character,
located in the weave of the set of socially significant processes and institutional interactions, devaluing the social
infrastructure development. Thus, the problem of developing mechanisms updated and comprehensive
countermeasures of intellectual marginalization of Russia at the institutional level.

REGIONAL ASPECTS OF PERFORMANCE SUGAR INDUSTRY
The article analyzes the qualitative performance of the sugar industry, impacting not only on the efficient use of
raw materials, but also technical and technological state of the sugar factory, the estimation of efficiency of activity of
the sugar factories. The conclusion is that the dominant factor in the efficiency of the sugar industry is the reduction
of the manufacturing cost of processing due to the efficient formation of raw material areas sugar refineries, reducing
losses in the production process, storage and processing of sugar beet.

PHILOSOPHICAL AND METHODOLOGICAL ANALYSIS OF THE CATEGORY OF «QUALITY»,
FROM CLASSICAL TO MODERN INTERPRETATIONS OF THE BASICS
The author examines and analyzes the diversity of views on the category of "quality" in the history of
philosophy retrospect. Quality is not only in the philosophical sense, but also as a multi-valued aggregate category.
The author argues the thesis that philosophical analysis of the quality of a priori categories contained in any
philosophical system views. The article analyzes these research areas of modern philosophy of quality as a multivalued
interpretation of the category of "quality", quality of life, quality as a strategy for Russia's development.
