LEVEL ASSESSMENT AND DYNAMICS OF INNOVATION IN RF INDICATORS DESCRIBING

In this paper we assess the level and dynamics of innovative development of the Russian Federation for 2003-
2012. We investigate the effectiveness of the innovation process in the Russian Federation with the use of the
author's methodology, which is based on the selection and evaluation of the individual blocks of the innovation
process, such as the "Generation of Innovation", "Use of innovation" and "Commercialization of Innovation." Based
on the analysis results, tendencies, strengths and weaknesses of the innovation process in the Russian Federation.

ECONOMIC DEVELOPMENT REGIONAL BUSINESS SPACES
The article analyzes the economic situation in the Central Federal District’s regions, defines the key indicators
which give a sufficient description of economic development of the regions. The authors consider the period from
2007 to 2013, i.e. the pre-crisis year and post-crisis period of development of the Central Federal District’s regions as
a base for researches. The paper gives the methods of the calculation of innovative and economic capacity of the
Central Federal District’s regions determining the competitiveness of the regional economies. The work justifies that
management of socio-economic development of the regional complexes should be carried out according to
competitive advantages of the regions defining the economic and innovative potentials of these regions.

The article presents the results of the analysis of the current state of housing in the Kursk region. The
approaches improve the management of housing development in relation to the problems of complex development of
the territory, reproduction and lodging accommodations. Defined priorities and factors of development of housing
construction, as well as the main obstacles that limit the effectiveness of the business in the sphere of housing
construction. Special attention is paid to the quality policy of state support for the construction business in the aspect
of ensuring economic and social stability in the region.

Controlling as a management system is presented in two aspects - strategic and operative. The purposes of strategic

considered. The estimation of a role of controlling in modern conditions is given. For understanding of a role of
strategic controlling in increase of management efficiency by the enterprise the primary goals are considered, and

INCREASE OF EFFICIENCY OF USE OF INVENTORIES ON THE BASIS OF OPTIMIZATION OF
FREQUENCY OF DELIVERIES
In this paper it is shown that the volume, intensity and variation of resource consumption, as well as the lot size
are factors direct impact on the efficiency of industrial stocks. On the basis of studying the statistical characteristics of
the process of delivery at a different frequency of delivery at the enterprise found that unevenness supplies adversely
affect the fluidity and efficiency of production, causing shortages and excessive stocks. On the basis of this analysis,
the paper proposes a scheme of the process of delivery, which allows to determine the number of deficient days, set
the probability of whether there is a deficiency, as well as to the frequency at which the supply of the expected annual
deficit days will be minimal.

ORGANIZATIONAL AND METHODOLOGICAL ASPECTS OF THE DEVELOPMENT
OF THE TAX CONTROL
The article analyzes the conceptual directions of development of the tax control, discusses the guidelines for
intensifying control measures, in particular, on site tax inspections. Contents of markers of tax offences, shows the
importance of organizational factor of strengthening the methodological support of the control of tax obligations that
require legal consolidation of the conditions of calculation of taxable indicators on the basis of indirect data on the
taxpayer or its operations. Justified measures to reduce the systemic risks of tax evasion, including strengthening the
use of electronic data processing systems, first of all, on a priority direction of counteraction to illegal refund of value
added tax.

USE OF CORRELATION ANALYSIS OF LONGITUDINAL EXPORT AND IMPORT DYNAMICS

This article deals with the problem of foreign economic activities of businesses in the regional economic
system. The aim of this paper is dynamic analysis of exports and imports of goods and services at the level of the
Kursk region and identify its trends. Substantiates the idea that imports and exports become less correlated, which
carries substantial economic risks. The article analyzes the possibilities of development of foreign economic activity,
the method of correlation analysis. The results can be used for targeting of development indicators in the region.

THE METHODS OF EVALUATING THE EFFECTIVENESS OF CASH MANAGEMENT IN

Recently the number of companies with a holding structure management is constantly growing, therefore
because of economies of scale is lost effective cash flow management for all subsidiaries. The basic premise for
developing your own comprehensive system of evaluating the effectiveness of cash management in the holding
company is the need on the part of business owners, top managers, consulting companies, and other external
stakeholders in practical systems assessment (methods) effective cash flow management. The development and
introduction of system of management of the holding of this method of valuation cash flow management will help the
management to quickly make the right management decisions and to timely make the required adjustments in the
control system.

Considering the work of any enterprise from a position of the structural unit of the economic system we can
clearly observe its commitment to communicate with many other elements of the system. The multifactorial nature of
the environment due to the presence of those or other resources from the external environment, necessary to
implement the functionality and development of the enterprise. Due to the interaction with the external environment,
the company faces of traditional and non-standard factors of influence, therefore, requires permanent monitoring and
initiatives adaptive actions. The article presents the classification of the main aspects of the application of adaptive
measures of the enterprise depending on the nature of the dynamics of the external environment.

REFORMING CULTURAL INSTITUTIONS OF KURSK REGION
In this paper we analyze the various aspects of public policy in the management of cultural institutions in the
region, an attempt to determine the most effective management system. It is concluded that under the circumstances,
the separation between the cultural institutions of the state and municipal authorities, there is an urgent need for a
unified system of management of cultural institutions at the regional level that combines the unified state policy in the
sphere of culture and unified system of financing institutions.
