The paper presents an analysis of the effectiveness of innovation policy of the Kursk region for the period
2005-2012 years. Implemented an assessment of the effectiveness of individual blocks of innovative process , such
as "Generation of Innovation " and "Using innovation," and determined the degree of transformation of the results of
innovation in the ultimate financial performance of regional economic systems. On the basis of the analysis were
identified strengths and weaknesses of the innovation process in the region , and determined priority areas for
regional innovation policy.

as problems of optimization and allocation of resources in the region. Analyzed municipal areas of Kursk region on
the security of their resources.The method of sequential optimization "Dendrite". Identified and the necessity of using
the method in the process of optimizing resources and regulation of economic policy of the region. On the basis of
the conducted research suggests to implement a policy of resource saving in municipal districts on the findings.

In the article the basic tendencies of development of the market economy-class housing in the Russian

model of management of the investment cost of the land plot in the projects of complex development of

THE SHADOW ECONOMY AS A THREAT TO ECONOMIC SECURITY
OF THE NATIONAL ECONOMY
In the article the essence of the shadow economy, its negative impact on the system of economic relations in
scale from an individual subject to the economic security of the national economy. Instability of socio-economic
systems (regardless of its type) and crisis moments of their development give rise to the emergence of a shadow
relations with its main goal to violations of economic security. For a comprehensive study of destructive influence of
shadow economy on economic safety it is necessary to define the place and role of the latter in the national
economy. The main attention is paid to the problem of consideration of the shadow economy as a threat to economic
security – identified point of the shadow sector in the system of external and internal threats to the country's
economy. On the basis of statistical data is analyzed the dynamics of the shadow sector in Russia in 2008–2012.
